While software reuse is considered the area of highest potential to boost software
productivity, it is practiced only to a rather limited extent. In this paper we focus on the
obstacles for integrating reuse concepts in a conventional software development process and
discuss a set of minimal changes mandatory for bringing reuse efforts to success.
